Named for its location surrounding the intersection of Pico Boulevard and Union Avenue, the Pico-Union neighborhood has been a middle and upper-middle class community since its establishment in 1910. With easy access into the downtown area, Pico-Union has always drawn large numbers of affluent homeowners into the area. The only time in the history of Pico-Union when there was a downturn in residency was during World War II, when urban communities around the country entered into steep decline as residents headed for the suburbs.
In 2004, Pico-Union became the 19th neighborhood designated to the Historic Preservation Overlay Zone, which is an effort to preserve not just historic landmarks but entire neighborhoods as well. Two of the districts listed in the Historic Preservation Overlay Zone are found in Pico-Union.They are the neighborhoods known as South Bonnie Brae Tract Historic District and the Alvarado Terrace Historic District.
